REGULATION ON VILNIUS ACADEMY OF ARTS’ NIDA ART COLONY

 

I. GENERAL REGULATIONS

1. Nida Art Colony (henceforth the Colony) of Vilnius Academy of Arts (henceforth the Academy) is a subdivision of the Academy. It initiates and carries out international, national and regional educational, academic and artistic research, artistic creation activities and projects, and disseminates information about them.
2. The address of the Colony is E. A. Jonušo g. 3, LT-93121 Nida, Neringa.
3. The activities of the Colony are based on, the Statute of the Academy, other internal legislation and documentation, and these Regulations.
 

II. AIMS, FUNCTIONS AND RIGHTS OF THE COLONY

4. The main aims of the Colony are:
4.1. to enhance the quality of education and to foster innovation in art, design, architecture, art history and art research and to implement innovations in the areas of the artistic and academic fields;
4.2. to transfer and apply the best international practices in education of art, design, architecture, art history and art research, and the best artistic and academic experiences in Lithuania;
4.3. to continue the historical traditions of Nida artists’ colony.
5. In pursuing the above aims, the Colony performs the following functions:
5.1.  by cooperating with other subdivisions of the Academy and organising international, national and regional educational and artistic activities, artistic and cultural projects, events and exhibitions;
5.2. organises and delivers the international program Nida Doctoral School;
5.3. organises and supervises the activities and material base of these labs:
5.3.1. experimental academic / artistic lab;
5.3.2. educational design and visual arts lab;
5.3.3. educational sound lab;
5.3.2. educational digital and analogue image lab.
5.4. organises and manages international and national artist-in-residence programs;
5.5. creates the conditions for the Academy’s students to complete their creative practices at the colony;
5.6. prepares and publishes paper and digital information about the activities of the Colony, and updates the Colony’s website;
5.7. stores and preserves official papers and documents of the Colony;
5.8. provides paid services which do not conflict with the Colony’s aims as stated in these Regulations;
5.9. performs other functions if they help to pursue the Colony’s aims as stated in these Regulations.
6. The colony has these rights in conducting its activities:
6.1. to provide paid services, the list of and the pricing of which is confirmed by the Rector;
6.2. To create agreements regarding services provided to the Colony, agreements with the participants of the projects conducted by the Colony and other agreements essential for smooth operation of the Colony by the mandate of the Academy’s Rector;
6.3. to have its own insignia and other merchandise;
6.4. to receive funding.
7. The Colony may have other rights as provided in the Academy’s own legislation.
 

III. MANAGEMENT OF THE COLONY

8. The Colony is managed by the Director (henceforth – the Director) , who is appointed and dismissed by the Academy’s Rector (henceforth – the Rector). The Director is directly accountable and reports to the Rector.
9. The Director is selected through an open international competition for a tenure of three (3) years. The Director can apply for and become the Director of the Colony for no more than two terms in a row. The same individual can apply again for the position of the Director of the Colony no sooner than after a break of one term of holding the position (three years).
10.  The elections to the post of Director are organised by the Colony’s Board.
11. The Director is responsible for the following:
11.1. organising and taking the responsibility for all of the Colony’s activities;
11.2. representing the Colony;
11.3. presenting the Colony’s Regulations and changes to the Academy’s Senate for approval;
11.4. presenting a list of the Colony’s paid services and their prices for approval according to the Academy’s Statute;
11.5. presenting the annual expenses of the Colony and delivering them no later than 15th January of the ongoing year;
11.6. presenting the Colony’s annual plan and reports (including financial reports) to the Colony’s Board for consideration;
11.7. presenting the Colony’s annual plan and reports (including financial reports) to the Rector for consideration;
11.8 completing other mandates related to the operation of the Colony as instructed by the Academy’s Rector.
12. The Board is a collegial managerial body of the Colony. The Board has seven members. The members are approved by the Academy’s Rector. Members of the Board are deputed for four (4) years. Members of the Board can be deputed to the Board repeatedly.
13. The Board of the Colony is responsible for the following:
13.1. considering and evaluating the Colony’s annual plans and reports (including financial reports), providing comments and suggestions;
13.2. organising elections for the post of the Director and presenting the selected candidacy to the Academy‘s Rector for approval. In the event that the Rector does not approve the candidate, due to their not meeting the requirement of impeccable reputation or other personal characteristic due to which occupying the post of the Director would be incompatible with academic ethics criteria and/or with the Academy’s values, new elections have to be held no later than one month, after the first elections;
13.3. based on the conclusions of an audit of the Colony’s activities, it can dismiss the Director before the end of the term;
13.4. makes suggestions to the Director regarding the economic and financial activities of the Colony.
14. The Colony has an administration, to manage the Colony, to ensure its daily functions and the delivery of the Colony’s technical administration. The Colony’s administration is managed by the Director.  The Colony’s administration consists of the Director, Deputy Director for Administration, Colony’s Administrator and Manager.
 

IV. PROPERTY, FINANCIAL RESOURCES AND RESPONSIBILITIES OF THE COLONY

15. The property of the Colony is:
15.1. long-term and short-term material property;
15.2. art works created and donated to the Colony by artists, or art works purchased by the Colony.
16. The financial resources of the Colony are:
16.1. resources allocated for the implementation of specific programmes (projects);
16.2. resources allocated from the Academy. 
16.3. resources earned from paid services;
16.4. support of individuals and legal bodies;
16.5. other legitimately earned resources.
17. The Director must ensure and is responsible for:
17.1. The use of the resources allocated to the Colony for the purpose of fulfilling the aims of the Colony as defined in the General Regulations;
17.2. The protection and consideration of all the property allocated for the operation of the Colony. To have in their disposition, manage and use the Colony’s property according to the Rules of Operation of the Colony’s Property (1st Annex to these Regulations) as set by the Vilnius Academy of Arts’ schedule for the use of resources and management, use and supervision of property.
17.3. Safe working conditions for the Colony’s employees;
17.4. The accuracy of the Colony’s financial and statistical reports.
18. The Director is held responsible for the mismanagement and inappropriate use of the Colony’s property according to the laws of the Republic of Lithuania.
19. The Colony’s employees must use the property of the Colony when completing their functions according to the rule of law. The Colony’s staff who will use the property without regard to legal requirements will be held responsible according to the laws of the Republic of Lithuania.
 

V. FINAL PROVISIONS

20. The Colony can cease its activities or be reorganised according to a decision by the Academy’s Senate, as defined by the Statute of the Academy, no earlier than the year 2022.
